Experience
Gregory is the former Equal Employment Manager for the Defense Contract Management District - West.
He provided guidance and direction on all EEO matters to the Command and the Command’s 13 district
offices and 16 contractor plants located in 29 different locations throughout the western United States,
servicing in excess of 4,800 employees and managers. He was responsible for the development of policy
and regulations governing implementation of the Command’s EEO programs, to include managing the
discrimination complaints program, developing and publishing the Affirmative Employment Plan (AEP),
providing leadership and guidance to all Special Emphasis Program Managers (SEPM) and committees,
developing and presenting EEO training programs, and managing the Alternative Dispute Resolution program.
Mr. Moore was a former Senior Trainer for the Defense Equal Opportunity Management Institute at Patrick
AFB, Florida. During this period he was a charter member of the Civilian EEO Directorate and had the
responsibility as program manager for all EEO counselor courses, to include both the two-week residence
course, and the one-week mobile collateral counselor course. He was a member of the DEOMI Mobile Training
team tasked by the Secretary of Defense to provide Senior Leader EO Training to all General Officer, Flag
Officer, and new Senior Executive Service (SES) members in DoD. He was co-coordinator for the Pilot EEO
Program Manager Course conducted in March 1994, and the Pilot EEO Specialist Course conducted in June 1994,
participated in all course offerings between 1994 and 1997. He has further made presentations and conducted
workshops at such national conferences as: Blacks in Government (BiG), Federally Employed Women (FEW),
and the Federal Dispute Resolution Conference (FDR). Moore & Associates client list includes the Department
of Defense, Department of the Interior, National Park Service, National Guard Bureau, NASA, Bureau of Land
Management, Indian Health Service and many State agencies to include California, Alabama, and Colorado,
Federal Executive Boards to include Los Angeles, Houston and Alaska, US Army Recruiting Command and many
others. His book, EEO Counselor Training and Resource Guide, is used by many Federal Agencies to assist
their EEO professional staff.
Mr. Moore, born in Chicago, Illinois, was the Chief EEO Counselor for Scott AFB, Illinois, beginning as
a collateral EEO Counselor at the same location. While serving as Chief EEO Counselor, Mr. Moore advised
the command staff on all EEO activities, represented the command in related community activities, and
supported three different Major Commands to include one joint service command, USTRANSCOM. During this
period, Mr. Moore, a certified Mediator, introduced Alternative Dispute Resolution to the EEO program,
conducting over 90 mediations with an excellent record in resolutions. He was selected as the Military
Airlift Command Most Outstanding Complaints Manager for 1992.
Mr. Moore joined the Federal Civil service in 1988 following a distinguished 22-year military career.
He is a Viet Nam Veteran having served in Viet Nam from July 1967 to July 1968. His military decorations
include the Defense Meritorious Service Medal (2), Defense Commendation Medal, Air Force Meritorious
Service Medal (2), and the Air Force Commendation Medal (2). Mr. Moore is a recipient of the Defense
Logistics Agency Meritorious Civilian Service Award in April 1999, and the United States Air Force Civilian
Meritorious Service Medal in January 1997.
Education
Mr. Moore holds a Masters Degree in Public Administration from Southern Illinois University at Edwardsville,
a Masters Degree in International Relations from Troy State University, a Bachelor’s Degree from the
University of the State of New York at Albany in Business and Political Science. He also received an AA
and AS degree from the Community College of the Air Force and the University of Alaska respectively. He has
served as an adjunct faculty member Parks College and Belleville Area College, teaching Human Resource
Management, Personnel Management, International Relations, and Political Science and currently is a
substitute teacher for the State of California. He is a graduate of the Department of
Defense Executive Leadership Development Class of 1997. Mr. Moore is a member of
the Association for Conflict Resolution (ACR), a lifetime member of Federally Employed Women (FEW) Inc. , and a member of the Association
for Conflict Resolution.
Family
He is married to the former Lynne R. Kaufmann, MSE, of Santa Clara, California and they have three
children, Monique an elementary art teacher in the Baltimore School District and graduate of Bennett
College in North Carolina. Gregory II, a graduate in Computer Engineering from the University of California at Santa
Barbara, a current student at Santa Clara University working toward his Masters of Business Administration, and is
currently working as the Director of Baseball Products at Sportvision in Mountain View, Ca.
Jodi graduated in Sociology from the University of California at Irvine. Jodi is currently working
as a Wireless Client Relations Manager at Telogis in Laguna Beach, Ca.
