Moore & Associates is proud to welcome Mr. Walter Bivens, Jr., to our team of outstanding trainers,
counselors, mediators and consultants. Walter brings to our team of dedicated professionals his own
unique expertise in the area of Equal Opportunity and Equal Employment Opportunity. A certified trainer
of EO Investigators, EEO Counselors, and a certified Mediator, Walter adds another significant link to the
services provided by Moore & Associates.
Mr. Bivens is a graduate of both the famed Defense Race Relations Institute (DRRI) and the Defense Equal
Opportunity Management Institute (DEOMI). He assisted in establishing the Equal Opportunity Office for the
Military District of Washington and managed the Equal Employment Opportunity Counselor and Investigator
Training Programs for the National Guard Bureau. As a certified trainer of EEO Investigators, EEO Counselors,
and curriculum developer of the EEO Counselor Training Program, "Walt" recommended, reviewed, and approved
Settlement Agreements resulting from the agency ADR program. He also advised State and National Guard Bureau
officials on policy, procedures, and case law regarding discrimination complaints. Additionally, Mr. Bivens
has extensive experience in Leadership and Management Development, having provided consulting and training
services to Hampton University.
Walt is a 20 year veteran of the US Army with experience as an Operations Analyst and as a Security and
Counterintelligence Security Manager. His civilian and military decorations include civilian Exceptional
Performance Awards 1995 through 2001; the Bronze Star Medal (Meritorious Service), Meritorious Service Medal
and the Army Commendation Medal (Third Award).
Mr. Bivens holds a Bachelor Degree in Human Resource Administration from Saint Leo College, and three Associates
Degrees, two in Computer Information Systems and Information Systems Technology from the Northern Virginia
Community College, and a Liberal Arts Degree from the University of Maryland respectively. Walt has taken
graduate level courses at Maple Springs Baptist Bible College and Seminary studying for a Master of Divinity Degree.
Mr. Bivens is married to the former Ida Fowler, and has four children, seven grandchildren, and one great grandson.
He resides in Alexandria, Virginia.
