William O. Moore, Jr.
William O. Moore, Jr. brings a wealth of Federal, State, local governmental and private sector Human
Resources Management, Equal Employment Opportunity, Management and Senior Leadership, and Diversity
skills to Moore & Associates. The first minority senior executive of the State of California,
Franchise Tax Board, he had direct responsibility for a staff of first line supervisors and
professional/technical tax enforcement representatives. His overall impact generated in excess of
$15 million annually, benefiting state residents of all ethnic backgrounds.
He is currently the President and Chief Executive Officer of M&M Enterprises, a growing customer
acquisition business in the telecommunications industry (www.acninfo.com/daretodream), and an
Associate for Moore & Associates.
Mr. Moore holds a Master´s Degree from Golden State University, in Public
Administration (Administrative Organization and Management), a
Master´s Degree in Curriculum-Multi-Cultural Education and a B.A. in Social Psychology - Ethnic
Studies from California State University - Hayward, Ca.
Mr. Moore is a Viet Nam veteran, a retired decorated member of the United States Air Force, and a
true professional Certified EEO Counselor with many successful counseling actions behind, and ahead
of him. A recent recipient of the Sacramento County Board of Supervisors Exceptional Affirmative
